If all the people in China jumped up and down at the same time repeatedly would they be able to generate a tsunami? Now remember I mean all of them.

According the area required for each person to jump they will be able to create only up to Richter scale of 3. It can not create Tsunami. It needs minimum energy release equivalent to Richter scale 7.That too the energy should be released in sea.

For this question, let's consider the mass of the Earth's crust beneath each person. Let's just say it's a 1km long cylinder with a diameter of 1 meter. How much do you think that cylinder weighs? I don't know, millions of kilograms maybe? So, you have each 60 kg person jumping and down on their own 1 million kg portion of the Earth. I don't think it will have the slightest effect.

Now, if all the people in China jumped up and down in the same 1m circle, then you might see something happen.

Not if they were just jumping up and down on the ground, because you would not displace the water that you need to to generate a tsunami. If, instead, you took those billion people an all had them do a cannonball dive into the ocean, in fairly limited area, I think that you might generate a small tsunami. if they each displaced a cubic meter of water that would be a billion cubic meters, or about a cubic kilometer.
