Copy and paste or open the picture in paint. Then use the text opition to write. Or free hand it. :)

It depends on what you are trying to do. If you want to place text on an existing picture, open the picture in a program such as Paint Shop Pro, create a text box and type in the text, then save the picture as a new file.

If you want to add your signature to a picture (say of yourself), open the picture, open a new layer, use the pen tool or fine brush tool to sign in the active layer, then merge the layers and again save the result as a new file.

Open the picture in Paint Shop that's the easiest way. There is a bubble tool to point at the mouth if that is what ya need or you can choose different colors just be sure to save it in a different name or it will replace the original. Have fun.

Copy the photo you are going to use then go to paint and paste it there and press A on the top to write over it

Use an image editing program, like "Paint" free on your PC, or Adobe Photoshop / Illustrator. SHould be free demo's of those online.

go to tools then you go to pictures then you put the pictures in watermark and then you can start writing

just write over it... you could even do it in paint, not that hard

just paste and write something
