Insta-Snow is made of an absorbing polymer so it would be holding water for the seeds to take in. And if you put it in the sun or a bright light it might work. What do you think.

You could capitalize on the fact that it absorbs water by using a water soluble fertilizer like Miracle Gro from the start. I wouldn't just use the artificial snow, I'd using potting soil with the snow blended well througout. Once planted, then water with the Miracle Gro. Make sure you make allowances for the swelling that will occur once the snow absorbs the moisture...

I don't see why this wouldn't work!
