Once you register your game, you can't change the language. So, if you registered it in French, you're stuck.
To build a house, when you're in the neighborhood screen, click on the lots button. It'll bring up a screen with options to load premade lots or build your own. Pick an empty lot in whatever size you want, then place it somewhere in the neighborhood. Once the lot is placed, you can enter it and start building.
To build, go to the button that's below the "buy mode" button. It's called "build mode". From there, you'll have tons of buttons for everything from putting walls up, to windows and doors, to stairs, decks, railings, fireplaces, and swimming pools, just to name a few of the options. The easiest thing to do is just start playing around until you get what you want. Also, watch the building tutorial. It'll explain everything very well.

it's impossible to change the language that the sims speak.
as for your second question; look in the manual that accompanies your game; it could explain it better than i could.
