Yes, there is a special blade made just for cutting cast iron for recip saws. It doesn't have teeth. It has a coating of abrasives on the tooth edge. They're usually black and they work great. You'll go through too many of the bi-metal blades.

Any metal cutting. Cast iron doesn't damage blades as quick as other metals because the high carbon content lubricates.

Bi-Metal blades work great, it takes some time but it still chews right through it, also the more teeth per inch the better for cutting metal.

Recip saws or saws-all can be fitted with a a metal cutting or hack-saw blades.

Another way to cut is with a metal cutting disk on a grinder

but if the pipe is hard to get to this most likely will not work.
A final idea is a rod saw blade. If he can get this around the pipe and then attach wires to each end he may be able to cut it by a back and forth motion.
