My bank is Wachovia, when they wish to communicate (new online statement available or "secure" message available) they send a message with an embedded link to their login screen. This is EXACTLY what a phishing email would do and it is impossible to tell whether it is the real site or the fake. I have emailed them about it but they continue to send these.
Does anyone know if banks are required to adhere to some kind of standard online security practices and who would be interested in hearing about his lapse?

I know many major banks that don't even have an antiviurs system installed. They are to damn cheap.
Would go to the bank and speak with the manager.
There has to be a banking commission where you reside that issues a Lic. to banks to operate and oversees them, just like insurance companies. Try this avenue also.

my bank will not send emails under any circumstances ...any message they have for me is made by phone or letter by mail ..this is the only way to go ...this way if i do receive someone claiming to represent my bank i know for a fact its phishsing ......i would not even think of responding like u say your bank wants you to ...go somewhere else .. thats a lame bank if u ask me .......

you should go talk to them and ask how to tell a real e mail from a fake one.
