DEPENDS...if they dont care about birthdays...they would probably stick with the1 every 4 years ( feb 29)
BUT if the CARE on birthdays...they would use march 1 on NON-leap years and Feb 29 on leap years......

That's a good question! My 7th grade english teacher's birthday was on February 29th. She had her birthday that year, and it was so weird because our teacher was only turning 7......lol! But she was really 28 or something. It was great, saying that our teacher was only 7. lol
