So he can stand on it and wave in the same manner as the Queen does, or maybe it's to give a blessing to the worshipping crowds. (as the Pope does). He has delusions of grandeur and thinks he's an earthly god.

I think he wants to enjoy his coffee in the balcony at night and gaze at the stars and also play with his tortoise (female) pet, if any, while letting his lap dog (female bulldog)lying on his lap.
