This is so funny ... it's not the time of day - that makes no difference to a contract. It's not whether you are in a bank, title co, or standing on the side of the road - that makes no difference to a contract, either. Signed At or Executed At is asking the City and State where signed. Where a contract is signed does matter. It establishes the jurisdiction(s) in which descrepencies can be tried as well as bringing the agreement under any local rules that may apply. The funny part is, I went on here to see what people were saying ... I just saw an e-form adaption of a paper form that has been in use at our company for years. The person who constructed the form replaced "Signed At" with the word, "Time." So, when did we sign this, was it 12:01 or 11:59? I don't know ... you signed first, then I two minutes later. I know, let's put "Daytime." I bet they'll take it ...

"Executed at" refers to the City (and State).
Contract law differs by location and the location decides in what jurisdiction any legal decisions would be decided.
It really does not matter What time of day or In what office the form was signed.
PS here's a hint: Most contracts have two signature lines; one for the company and below one for you (the contractor). If you look above the Company reps signature, the location is often typed in
"Executed at San Francisco, CA, on January __, 2014."
You have to hand write your location.

In a contract, 'execute' means:
to carry out the legalities of /carry out or perform an action.
The word to be filled in in the first blank would be the place where you sign the contract, such as New York, London, etc.

That is the time and place where it was signed. At = the town where you signed it, then the date of course.
Make sure you don't have to sign it in front of a notary public or something, otherwise you'll have to do it over again.
