what does self germinate mean?

i'm trying to buy self rising cornmeal, i found self-germinating

Self rising cornmeal is ground corn with baking soda. since the "germ" has been crushed it can't germinate.

corn meal will not germinate (grow). Cornmeal is what it is, ground up corn.
