Some pet stores don't sell animals to minors. They don't want they parents coming back and returning the pet or wondering why the pet was sold in the first place. I think 16 is an okay age. Make sure it is okay with your parents first. Red ear slidders are inexpensive ( less than $20).

Most pet shops consider 16 the age when one can buy an animal without a parent/ guardian present. That doesn't generally apply to inverts. I had not trouble buying stick insects without a parent when i was 13 but i know for a fact that the same pet shop will not sell rabbits, rodents and birds to under 16s.

A good pet turtle to look for is the Painted Turtle. Red-ear and Yellow-belly Sliders are more common, but they get quite big.

Some pet shops and some breeders may choose at their discretion who is too young or irresponsible, then there are people who just sell anything to anyone with no care about the animals wellfare.
