I think you may be confusing your Queens. It was Queen Elizabeth I who took a bath 4 times a year, not the present Queen Elizabeth II:
"London in the mid-15th century had 40,000 inhabitants, most of whom lived within the one square mile area known as the City of London. Personal hygiene as we know it today was totally unknown then. A bath was almost unheard of; Queen Elizabeth I bathed four times a year, whether she needed to or not! Chamber pots were emptied directly on to the streets from upper stories where the contents would often as not land on an unsuspecting pedestrian passing beneath. Dogs fought over kitchen scraps casually tossed or menaced the sick or dying lying unattended in the streets and alleyways. Rats were everywhere. Wooden clogs were worn which lifted the foot up and away from the debris but still it was necessary to walk with care around the bodies of dead animals and piles of refuse."

Where did you hea/read that?
Back in the middle ages, yeah, people often only had a few baths a year because they actually thought that bathing was bad for their health....and yeah, this included royalty....but obviously and fortunately, they got rid of that rule!
Plus, I mean, hey! Maybe Her Majesty just takes showers now, or something! :P Don'tt always believe what you hear, m'kay? Keep an open mind, and don't leap to conclusions!

somehow i doubt the truth in that.
the first Queen Elizabeth did take a bath once a month(this was because it was in a time that it was thought that you could catch your death of cold from taking baths, so they did so less often then we do. And when the first Queen Elizabeth died, the make up that kept being appllied to her face in life, had to be chiseled off in death. (Did my senior paper on QE1)
