What you're referring to is called an "Erogenous Zone" - at least in the sexual context. You may not want to tread the path of pornography or sexual education in your poem. However, understanding it may be some help.
The _most sensual_ part is completely dependent on the person. But there are areas that are generally regarded by everyone as being very sensual. I'd stick with the less exotic if you want be relatively politically correct. :) The neck or torso is generally acceptable.
I'd list sensual (kissable) parts, ranging from "Love" to "Lust" in the following order. I'm going to avoid telling you which I think is most enjoyable because that is only for my wife to know. :)
Mouth
Parts of the face around the nose and eyes
Parts of the neck, between the ear and shoulder
Hands, fingers
Chest, belly and other upper torso parts
(further down if you dare)

The lips. It's a bit obvious to me. I've never had a spark when someone kissed me anywhere else like I did upon the touch of lips.

right behind and slightly below the ears. there is a high blood flow to this area so it is sensitive to touch. it is also sensitive to heat so breathing becomes sensual also. hope this helps :)
