A friend of mine gets child support from this guy and hasn't heard from him for about a week. She thinks he went to Florida to visit friends over the holidays, but part of her thinks he's trying to escape permanently (like he's done in the past)?

Nearly ANYONE on probation must receive permission from their probation officer to leave the state, even temporarily. Visiting relatives for Christmas may be easier to get approved, but it is still up to the probation officer. If he has a record of hiding, he will most likely NOT be given much leeway.

No, if you are on probation and in a halfway house, you are not given travel permission for Christmas.
