What can be wrong or is it something I did wrong..I gave him a bath a few days ago..he's not in pain..I dont know what to do. Vets are so expensive...

Your problem is that he's getting milk. You're playing into his hands, and giving him exactly what he wants.
Stop giving him milk. Don't give him anything but water to drink. He'll drink, when he gets thirsty enough.

NO MORE MILK. When he's thirsty, he'll drink.
