To answer your question;
I would have to say laziness. You are correct, the legislative branch does control more of policy than the president who says yes or no to those bills brought before him for signature passed by the legislative branch. So as to why they didn't try harder to push their agenda while in congress they didn't mean too or were to lazy to try.

If they are or previously served in Congress, they have some degree of experience. It really doesn't matter if it's one year or a hundred.
It's like any job out there-you work your way up.

It is all a game. There are probably no "real" people up there. Back when the country first started there were real people. They just care about the power, prestige, etc.
