this clear glass acts like a mirror when is on a black surface for example if you put it on the top of a tv does is off it looks like a mirror.

It's possible to silver glass (see link), but only if you can find silver nitrate (which will be expensive). Below one link for instructions, if you google "silvering mirror" you will find a bunch of instructions.
You would have be able to remove the glass from its setting.

Although it won't give you a brilliant image, you get a good mirror effect by just doing what you say: get a picture frame and make layers of clean glass, black construction paper, and the cardboard backing and put it back in the frame.
If you are cheap or just playing around, glass, black construction paper, and shirt cardboard and masking tape around the edges to hold the backing to the glass tightly.
