You've found a couple of laws that identify a double-standard, so this is definitely an interesting question. But the abortion thing is stuck in its limbo state right now, because it's pretty obvious that abortions will not vanish if they're outlawed. They'll just become less safe.
Some policies intended to save or improve human lives can have a reverse effect. Years ago, a congressman from Iowa, in his well-intentioned effort to get kids out of sweatshops and into schools, proposed a ban on imports produced by child labor. The mere introduction of the bill sent factory owners in Bangladesh into a panic and they fired all their young female workers, forcing them to take more dangerous jobs, including prostitution, in order to help feed their families.
You have to think of the unintended consequences of legislating people's decisions, bodies, and lives. Whether abortion is "okay" or "wrong" isn't the issue. We have to be mindful of the consequences of whatever we might think to do about it.

Now I am not a redneck, so I know that your question is NOT about abortion, however the view that a "fetus" is not a human life is based solely on individual opinion, which is why the topic of Abortion sparks so many different views and angers some so much.

Murder of a pregnant woman past a certain point can be considered double homicide in some states. However, last I knew abortion isn't performed by strangers through unwilling assault. A woman usually doesn't ask to be murdered and doesn't give consent.

the mother CAN kill the baby legally (whether you agree it's moral or not), a murder does not have that right, so it's a double kill.
