A clogged pipe is no different than a broken window or holes in the wall. If it can be determined that the renter was responsible for the damage then the renter pays for the repairs. The key is to determine responsibility. Sometimes impossible, especially in a multi apartment building.

Mainly like the previous answers, they are responcible for the up keep of the house,if your hot water tank and furnace went out on the same day it wouldnt be your problem ,its not your house , not to mention they can just write it off on their taxes. But just what pipe is clogged ?If it's like a bathroom sink of tub just get some drano max gel works great why hassle them about something small or just buy a small 1/4 inch by 15 or 25 foot hand auger their like $15 but if its the supply line theres some heavy duty drain cleaner by Rooto it comes wrapped in a plastic bag so you cannot mistake it or just notify the landlord and have a plumber come and snake it out , most the time its tree roots that block up the line.

Depends entirely on the terms of the lease or rental agreement. Generally a pipe break would be the responsibility of the landlord. A leaking washer at a faucet would likely be the renter's responsibility. In a large appartment complex management usually takes care of all maintenance.

I would think any defects caused by normal wear and tear is landlord's responsibility but if it is the result of misuse by the tenant then they have to bear the expense to get it right.
