There is smoking oil used on the old trains like American Flier or Lionel. It produces a safe smoke when heated by a small element inside. Without being sure, it should still be available, especially at hobby stores that strongly favor trains and the shops that promote Lionel and other trains. As I recall, it came is soft vials that you cut the end off and squeezed the whole contents into the smoke stack or some hole.
eSearch 'model train smoke' and a bunch of returns at about $6 for a 4 oz bottle.
