Your second question should determine the first. If you want to go to a business school outside of India, you should take the GMAT exam.
As for your second question -- that has to be your decision. The US is the best country for an MBA. The US has 18 of the top 20 programs in the world. It probably has 30 schools that are ranked higher than the best school in India.

Study abroad is unique experience.
For MBA , we suggest UK as you can finish it in one year.
For UK MBA you have to have IELTS
