Rename it and add the (dot) jpg. But that doesn't make it a jpg file (if wasn't one to begin with).
If it's in another format, like .bmp, you can open it with Paint and then save it as a jpeg format.

It depends on if you are on macs or pc. On a mac right click your mouse and choose open with and open with photoshop or something like that and then when you go to save it go to save as... type in the name and under that it should ask what you want to save the file as. jpeg should be an option no matter what the program. png is also a good file extension for web graphics

renaming a file to have a jpg extension is not a good thing.
you must convert it to that format, otherwise you will have
an image with jpg extension and a different encoding format
than the extension is indicating wich is a bad thing.
to convert it use this software
http://gimp.org/downloads/
it's free.
good luck!

Open my computer. in the 'Toos' menu at the top by 'File', click 'View options'. scroll to 'show extensions for known file types' and unselect it. change extensions, then check that box again.
