I'm new to buying tuxedos/suits/blazers. I hope I can find out where the sleeves should be touching normally for a suit.

The suit should be shorter than the shirt under so it shows .The suit should stop at before your wrist and the shirt under the suit should stop at your hand.

I recommend that when you go to buy/rent your suit/tux, that you go to a high end store where the store assistant will help you in all aspects of cut, size, how the sleeve is meant to fall at the wrist, shirt cuff showing etc. Be sure to wear a dress shirt and shoes when you go shopping as this will help get a better appearance - nothing worse than trying a suit with a tshirt or sneekers.

Full length sleeves should hit right at the end of the thumb.
