I would think that this dude wants to ask you a question or tell you something, and that "Hey Boy Hey" is his way to get another dude to respond.

Treat him lack your brattty little cousin that comes over every christmas that you find very annoying.
Simply ignore him.
When you treat him like a little kid, it won't lead to fights, and you look like more of a man.

I would think that that other guy who said that to you is gay and finds you attractive, and i would say hi and that is it and would walk away really fast and if he folows me i would tell him to leave me alone and go find another guy.
