Paint Shop Pro. I've been using it for years (since v1.5) and prefer it over Photoshop. Personally, I think it has more options and an easier user interface.

You can either get the newest Corel version or find older versions on-line made my Jasc. I'd suggest looking for v8 or 9 first. You can find them for free. Especially if you know anything about torrents ;-)

Excellent product! Highly recommended.

Gimp is the best that I know of. It works with layers like Photoshop and Corel Draw. It is open source software and therefor free.

Paint Shop Pro is pretty good and easy to use, you can get the earlier versions online for free ... Like Paint Shop Pro 7 & 8 use to be Jasc... Then, Corel brought it.

GIMP (free and open-source) is of about the same caliber. Some think it's difficult to use, but I don't think it's any more so than Photoshop.

I would recommend AcdSee it's the best one that i have found and it's easy to work with.
