In the film, Daniels eventually finds out what they really are~tourists from the future~and that something catastrophic is going to happen in the nearby town. If I recall, he himself goes through a bit of time traveling.
I've seen this film numerous times, generally under the title "Disaster in Time". The film is based on the novel "Vintage Season" co-authored by husband and wife Henry Kuttner and C.L. (Catherine) Moore.
I did find that other film mentioned, but they are trying to avert disasters; that could be what you're looking for, but your details reminded me more of "Disaster in Time".

Nope but I know the one you mean,was just thinking about that film the other day.It's the one when it's like a tourist trip to disasters and one of them was the big San Fransisco earthquake?? Await your replies.
