Well it can't have been that bad if it has taken you four years to discover these faults...
First thing to do is get a FULL PIR done on the house. Typical cost would be 150-250 quid.
This will list all faults, and you can then work from that. It is very unlikely that you have no cpc (earth wire) to the sockets and lighting can be turned into a class II circuit.
Repairs rather than replacement is likely to be the order of the day.

The house should have been inspected when you bought it. Since you didn't have it inspected and it has been 4 yrs now, you are going to be the one to get it fixed.
Call in an electrician and get an estimate on the cost of the repair. It could be something as simple as just running a ground from the main panel to a water pipe, or it could mean that the whole house needs to be rewired. Look in the main breaker panel, there should be a sticker with the electrical inspector and the electrician, so give the electrician a call and have them inspect it.

If you paid anyone to check the electrics before you bought you might have a claim against them, but an ordinary house survey would not have covered it. After 4 years you would have difficulty claiming from the previous owner. It sounds like it's down to you. Sorry I can't give you better news.
It does sound very odd though. Lighting circuits don't always carry earths everywhere but power should. Is there a whole house RCD system in place?

but call an electrician and have the house really looked at professionally for an estimate and then you will see what you are up against
then you maybe have some recourse against the owner, or if you hired a inspector and he didn't catch it, he has insurance for stuff like that
the previous owner might not have known ( if he thought he did it right), and you would have to prove that he knew it was wrong and failed to disclose it, unless you have some records that he had the house inspected and knew of the problem then how would you be able to prove that he knew?

The previous owner could have died, or moved to another country,
The cost of pursuing this guy and the legal costs would outweigh the cost of a rewire.

It is an open book, because first of all you will have to prove that the person who owned the property has rewired it, you will probably be told that it must have been the previous owners. contact the solicitors who acted for you, or a local citizens advice centre

are you in the UK, if so, there are -now in force- strong regulations regarding house electrical, You need to seek advice, my understanding is, that wiring now has to be done by Part P. =certificated =electrician, as for the house being like that when you bought it check with your solicitor to see if you have redress from the previous owner, The survey prior to the purchase should have noted the problem if, the survey was ordered to be a full survey?again your solicitor should advise you on that issue.

Do you mean the electricity is not grounded? If so, that is a dangerous situation. Hire a licensed electrician to take care of it. It is not worth risking a fire.

ask your solicitor if an inspection & test certificate has been issued by a registered electrician .If not then ask why these faults were not picked up when the property was surveyed.The builder may be registered with a self certification organisation if he is report him.If not try reporting him to building control
