I have been offered a move within the company though prefer to stay in the position and location I am. Can I turn it down? What may be the best way to do this?

Yes you can say that you are happy where you are working and that you do not feel that such a move would be beneficial to the company if they move you.

Yes you can turn it down. Just say you enjoy working where you are and the duties you perform, etc..etc...
The BS involved with these "lateral" moves within a company are sometimes not worth it because of the following:
1- The learning curve. Now you have to learn something new.
2- The location- Now you have to drive farther and waste more money on gas.
3- They rarely pay more. Now you have new responsibilities, new location, are spending more on gas or whatever, and get paid the same.
Just say no until they come back with MONEY- then you can consider it.
