I'm looking for a checking account in any country that can be opened online or by mail. The bank must offer privacy like those accounts they used to have in Switzerland.

Firstly, are you an American citizen or holding an American permanent residency permit?
In that case most Swiss and Luxembourg banks will not do business with you.

you use the term like "used to have in switzerland" those accounts still exist -- use on of them!!!
