usually, if a guy talks wants to talk to a girl he likes he has to say something.... anything.... so yeah it was a chat up line to get you thinking and start a conversation, and I think it worked!!!
the second line is strange. perhaps he's not that well endowed !!! or he wants a foot long instead of the 18" he already has !!!
