What does "in high gear" exactly mean? Can it be replaced other words or phrases?

in high gear, infers that things can not escalate to a higher speed/level and while not slowing down or dissipating but able to maintain a break- neck speed/level
perhaps ...gold rush was at it's zenith

I think it means 'full blown' or 'very popular' or 'very much in demand'. In this case, I would say many people were still looking for more gold, it was still the topic of the day and the thing to do and 'who found what and I wonder what else can be found'. Wow ...
