To be honest, I think people are the worst dog "device/tool" invented. People can do more damage than a device/tool can. Anyway, to answer your question …any form of a shock collar, invisible fences, flexi/retractable leashes, gentle leaders, head collars, and auto-feeders (many people use auto-feeders out of laziness and the dog ends up obese).

they wouldn't need a tool. with opposable thumbs they could open the cage doors on death row and RUN!!!!
