you tell much much more about the person that about the hairstyle...
i am already biased by the descriptions you gave of the person,
1) young person probably a woman/girl do things according to the rules.
2) a cowboy like man,
3) an anarchist

It depends. Most girls spend a lot of time on their hair and are very different people. But if a guy takes forever to do his hair it's more out of the norm and that guy is probably either metro or was made fun of a lot in his youth for his awful hair and has now mastered a 15 minute routine to make it look socially acceptable.
I fit into 1 and 3. I go to a salon to cut it maybe once a year, any in-between trimming is done by me. However, I spend about 20 minutes a day on my hair, sometimes longer.

Person 1: High Maintenance. Cares about their apearence and likes to pamper themselves...not necassarily bad but can lead to vanity.
Person 2: Cool and relaxed, doesnt take life too seriously. Fun to be around, but sometimes it may feel like they aren't making enough of an effort for yhoo. Very Casual. (Good Friend and date)
Person 3: DONT do it yhoorself. It can screw up, find a frieend in the trade who will give yhoo a discount of do it for free, or go to a beauty school where training beautitions will do it very cheaply and they are being watched by a proffessional, dont worry! They sound very safe and careful, but so much that they dont pamper themselves. Treat yhoorself, it feels good! If a person appeares scruffy then people judge thgem by that and their first impression isnt good! Sounds mean but its instinct!

Lucky you, i'd kill for a square face! What you should do is go with a sort of pisie haircut. keep the back choppy so you can either spike it up or add volume. At the front, instead of having it short, cut it to about your jawline, and make sure there's plenty of layers! Top it all of with a semi-longish fringe. most fringes would probably suit the hair as long as it's choppy.. If you have light hair, i think you should dye it, it'll really make your eyes stand out. Chestnut brown would probably be the best colour, maybe a little darker.

To be honest I don't think you can tell someone's personality just by how much time and money they spend on their hair. But I'm just being a spoil sport so I'll answer the question now. I'm the first person; could you guess my personality =)
Merry Christmas
