Palms and soles are devoid of hair because of the absence of hair follicles in these areas. This is most probably a evolutional adaptation as the presence of hair in these areas would be non-functional and would virtually render our hands and feet useless for gripping and holding objects.

What would happen to what?

The hair would probably fall out easily. People would probably shave them. I doubt we'd need gloves. Someone would make grooming products for the hair, sort of like the mustache comb. I guess our feet and hands would sweat more.
