PS3 games are region free, but PS1/2 games and movies aren't. If you plan to get a PS3 from another region - make sure your TV is a multizone one (if you plan to run it on SDTV). If you plan to use HDTV - it doesn't matter. In most of the cases you'll need a good power converter (500W is good).

Bullgoose isn't 100% correct as above suggests.
PS3 games and Blu-ray discs can be made regionally locked if the developers wish to. At the moment though developers tend not to be doing this for games. All I would say is double check before you import any games or BDs, don't take it for granted that they will work or one day you might get a nasty surprise.
As for your other queries, the 40GB version isn't backwards compatible. And regards to the TV, a PAL PS3 will output in PAL so it will only display correctly on a TV which supports PAL.

As far as I know the blu-ray disks are region free so you can play the games with no problem, but as far as back play is concerned you cannot do it on the 40gb. The 60gb can play as far back as the old ps1 games though. That is why most people went for the 60gb. Unfortunately you cannot get them anymore. There are rumours of an 80gb coming out, with backplay abilities, but if this is true or not I don't know. Hope this helps. Merry Christmas to you.

Games aren't region coded on the PS3 at the moment,which means you play games from any country, but they have the ability to do it later if they want to.The DVD player is region coded though.
