From a professional protographer.
I see what you were trying to do but it didnt work out well for you. In my humble opinion not good. Although an artists work is in the eye of the beholder. work with begginning landscapes without taking risks and master that first. Then move on to more complex scenes.

It's basically a slow shutter speed and hand-held camera. Try again. Results are going to be somewhat unpredictable, so shoot a lot of pictures and keep the good ones. I'd also try shooting at dawn or twilight, when the light is more even -- i.e. sky isn't so bright.

It depends !
You obviously know what you were trying to achieve and why you may be very happy with it.
Other people seeing this image "cold" have no idea what you were thinking and feeling and trying to achieve so therefore can't appreciate it in the same way you do.
An image like this needs a title to assist the viewer interpret it.

It's terrible! It's all blurry and out of focus and looks like the photographer was bumped mid picture!

Looks like someone didn't hold the camera very still. Unless that was the effect you were after?

I would have deleted it and tried something else.
I can't see what you are aiming for and the composition is 'standard beginner'.
