Obviously they don't have grounds to charge anyone. Innocent until PROVEN guilty.
Even a small police procedural error can see a guilty person get off with a crime - see that slippery lawyer who's got loads of celebs off drink-driving charges.

The reason is simple.
The spineless people who know the identity of the evil thug who murdered the child are shielding him.
It would be churlish to suggest that my wish is that the one who did it should come to a sticky end and show the ones closest to him that the good people of Liverpool couldn't give a damn about his life.
The Crown Prosecution Service (CPS) and the Police know who the guilty one is but, due to the ignorant and protectionist cretins that also know but will not divulge, he is still there to continue using a weapon capable of further use.

Too many people are getting away with the crimes of today, and until other people stop interfering with the Police work, it will go on , and criminals will go free. Plus when they go to Court, and the Judge hands out the sentence, it should be , carried out to the full length of it and not cut short, for any excuse. The Police also must crack down, on people and arrest them , and not dilly dally about with them. There are too many do-gooders today, until of course it happens to them. The Police also have too many restrictions put upon them, and in my view they are there to uphold the Law and not to pamper about with the the criminals who have been caught. Our Laws in this Country is one sided and it certainly is not for the Law abiding Citizens, but for the people they catch breaking it.

The Police no longer charge people it's the Criminal Protection Service who do this. It could be lack of evidence and most probably people are too frightened to come forward as witnesses

Just a little thing called evidence, if the police haven't got it they can not charge anyone with a crime. This is a protection to you as well as me, the alternative is a lynch mob and I do not think we need that

What "everbody knows" is hearsay and has low probative value. If the forensic evidence is not there it could harm the case to arrest someone based on just hearsay

I think it is through lack of co-operation from the public. If witnesses don't come forward then the police can do nothing.
