God is always ready to hear the sincere heart's cry of the needy and down-trodden. He is ever present in time of need and to act strong on the behalf of those who called on His Name.
Are you honestly sincere and a truth seeker?
The Spirit of God is going to and flo the Earth seeking for such men to reveal Himself to.
Are you such a person?

Jesus talked about an unjust judge who eventually did what was right. But only after he was pestered. Here is the story:
Luke 18
1 Then Jesus told his disciples a parable to show them that they should always pray and not give up. 2 He said: "In a certain town there was a judge who neither feared God nor cared about men. 3 And there was a widow in that town who kept coming to him with the plea, 'Grant me justice against my adversary.'
4 "For some time he refused. But finally he said to himself, 'Even though I don't fear God or care about men, 5 yet because this widow keeps bothering me, I will see that she gets justice, so that she won't eventually wear me out with her coming!' "
6 And the Lord said, "Listen to what the unjust judge says. 7 And will not God bring about justice for his chosen ones, who cry out to him day and night? Will he keep putting them off? 8 I tell you, he will see that they get justice, and quickly. However, when the Son of Man comes, will he find faith on the earth?"
The point is, God is not like the unjust judge. He is there before you even pray. He is first to get there and hears you right from the start.
So the directive is; Trust God. If you have the ability to want to know God, He gave that to you. Not everyone gets to have that! You, if chosen by God, are one of the few people on Earth who He cares about.
So trust Him!

You surely may!
However, if you really want to be heard, you must 'address' your prayer correctly. The following 2 articles explain from the Scriptures, how to do this:

There are so many who are depressed, these days!
I used to be, myself.
Then I learned what is planned for the future,
& that filled me with hope...

Yes, ask He already knows. He knows how you feel, how you think, those things you worry day and night about... He knows. He wants to be with you, to share those thinks with you. He loves you so much, and He knew before you were even born that you were going to make mistakes that would make you ashamed to turn to Him. He sent Jesus, to pay for your sins, that through His blood bought grace you could live free from shame.
Lift your head sweet one, know that He loves you. He knows the plans He has for you plans for a hope and a good future. He want to share your struggles, lean on Him, read His word, find His way of doing things. Let not your heart be troubled nor afraid, because is calling you to lay your weary head on His lap, He will stroke your hair and fill you with peace even tonight. You are His beloved!!!

Yes, you can. Cry out to Jesus with all your heart. He is a friend who sticks closer than a brother. He loves you so very much. He died for your sins and rose again from the dead. He shed His own blood for your sins.

Jesus said "I am the Way the Truth and the Life, no man comes to the Father except through me". If you have accepted Christ as your own personal savior then yes you can talk to God at any time because you are His child. He tells us in His word to cast all your cares upon Him for He cares for you.

That's the best thing you can do. I have always asked help from Him; never doubted Him and so far, in all my 54 years, He has never forsaken me... He always gave me the answers (financial, emotional, whatever!).
