I've very very sensitive skin to the point that i can only use one type of cleaning soap. Or my skin will dry out so bad that i get patch's of dry skin on the way to brake open and bleed. A tattoo is basically a scar with ink in it.
Done.
Just like a scar wont go away, Niether will this. Thats why tattoos are Kindof slightly bumpy.
Even if the scarring goes down (wich, normally, it does mostly, but not all the way...) the ink remains embedded in the layer right below the epidermis.

Back in middle school my friends would take an eraser and burn the rubber eraser against their skin until they're skin started to bleed, to get a cheap do it yourself tattoo. Me i just used a paper clip and a knife to get it done faster, but it didn't come out to good. It's not to visible.

The needle punctures the skin almost similiar to injecting ink. The skin heals over the ink making it permanantly there. Just as if you put something down then covered it in cement. It's the same concept.

The ink is applied with a needle...I guess you can say it's injected right underneath the uppermost layer of the skin. It can't be wiped off that way.

You have the dermis (top layer of skin
) and epidermis bottom layer the ink is injected to the epedermis which is always there making it permanent! :)
