I believe yes, like everyone else Lucifer is a child of God and I believe God still loves him as His love is perfect and unconditional.

A fair question, we are told to hate the sin but love the sinner, I do not know how to answer this, perhaps a theologian can say.

No- nice try but no. We don't have to love a shark that chomped your arm off either. Jesus was talking about other HUMANS...not animals or other spiritual beings.
