Yes, "Shitsumon ga arimasu (質問 (shitsu mon) があります)" means "I have a question" or "There is a question."

You can also say "I have a question" in Japanese like;

"Okikishitai koto ga arimasu."
"Shitsumon shite mo iideu ka?"
