Tommy was first the Green Ranger, and always coming to the rescue with his Dragonzord when the other Rangers were down. After losing his powers once, Zordon recharged his Power Coin so that he could save the Rangers once again. When his powers were gone for good, Zordon gave him the White Ranger powers. By this point he proved himself to be an excellent warrior, and Zordon declared him team leader. He then became Red Ranger for Zeo, and then Turbo. He led the team until choosing TJ to take his place after he graduated high school.
Tommy appeared once again in Wild Force, using his Zeo Powers, when 10 Red Rangers teamed up in "Forever Red".
Tommy then came back in Dino Thunder as a high school science teacher. He had done research on Dino Gems and with help from his friend Hayley and two other scientists (Terrence "Smitty" Smith went missing, Anton Mercer became the evil Mesogog), they created the powers for the Dino Thunder Rangers. Tommy serves as a mentor and leader of this group of Rangers, and becomes the Black Dino Thunder Ranger. Even shows some humor in the situation by saying, "I may be old, but I can still pull it off!"
Then in SPD, the Dino Thunder Rangers came to team up with the SPD Rangers (Though Tommy only appeared morphed because Jason David Frank was not available for the team-up episode).

Because he's been a Power Ranger 5 times which makes him a legendary Power Ranger

Probably the same reason Kimberly took a liking to him in Green With Evil. A lot of kids love that muscular type Ranger. How long a Ranger stay on a show, doesn't compare to how he looked back then. When it was decided to let Tommy go, there was such an uproar about it, they allowed him to stay. It was also during this time, the actor released several Martial Arts videos and he became a great teacher and roll model to them. Lot's of young kids, who now do Martial Arts take after him.

I guess it's because he was the longest ranger on the show, plus his toys sold well.
