Sadly, yes! There are some families who just don't care. The reasons may vary, but it is a painful fact of life for some people that the ones who should be their closest contacts are the least safe people they know.
If that is your problem, you can "create" a second family. Some of my closest family have no blood relationship to me. They are people I met along the way and consider as "gifts from God". I grew up in serious abuse/neglect. However, some people I sort of adopted as family. My parents were not good grandparent material, so I prayed my children would find "extra" grandparents and they did. A few good people stepped up to the plate and gave them the affection and love of grandparents.
One note of warning, use care in choosing these "extra" family members, as not all you meet will qualify as good and safe both.
This question is a sad one; If it is your situation I am very sorry for your pain and loneliness. I hope you will find a spare "angel" or two along the way. I feel some of my very best family members came along far after my original family members.

Lori, I sort of wish you would have elaborated more so I could give you a better answer to your question. When I first read it, I thought about the Ally Sheedy character in "The Breakfast Club" and Emilio Estevez's character says, "What do your parents to do to you?" and she looks at him and says, "They ignore me." I've never been around any people like that, but I would imagine it would be such an empty feeling for the children.

Yes . I had a neighbor that lived down the street from me ,she was an older lady. She had to pay someone to take her shopping ,and had 2 daughters and 2 sons living right beside her with cars...

That's a pretty vague question, but I think what you're asking is true, most people's families don't really care about the Designated Hitter rule until they play a National League team. I hope that cleared things up for you.

i trust you are right, some peoples families just dont care about them and then eventually the person also lets go and doesnt care about the family anymore....i am one of them but still care deep down and do keep in touch, but am just not comfortable with it at all....

What are you asking? Don't know what is your reference to "don't care". Don't care for what? Their children education? The child's welfare? Are you talking about children using the internet? Their moral values and upbringing?

yes i agree with you....due to poorness and due to many reasons they don't care about their families....but that part of life is not acceptable for me.
