Wow. I never thought of Americans as illegal aliens overstaying VISA's, in Czech Republic or anywhere else.
I don't advocate staying illegally in a foreign country. And if I lived in any foreign nation outside the U.S., I'd consider it necessary to obey their laws, as a representative of the United States.
In any case, though, American immigrants in places like Europe, Mexico, Hong Kong or Japan, earn good wages and spend dollars that contribute to those nations' economies.
Unlike the illegals coming to the U.S., who work for less and drive down wages, forge documents and engage in identity theft and other crimes to stay here, and are a net loss to the U.S. economy, not a net gain as we are when we bring our skills and tourism dollars to other nations.
In either case (U.S. immigration laws, or Czech or Polish immigration laws) the lack of enforcement invites violation of immigration laws.
What should we do?
Learn from the example of Czech and Polish enabling of illegals, and strongly enforce our own immigration laws.

The problems start with our own government and the ways the people in office are trying to correct any of the problem areas. People look to Mexico as to where the illegals are coming from, that's not the only area, there are far more people in the United States now that are illegal starting out as green carders, over stayers, expired visas, etc, Waste the money on a fence, but we haven't solved the problems of illegals that aren't from Mexico. It's true alot come over to have their baby and try to get a better education for their children, but how are we stopping it, sure can't be by allowing Spanish over English and proving special classes for them to understand their own language. If our government is going to allow that, start programs that these people will follow in order to stay, and stop this running after them, when there are other areas of illegals that need attenation real fast.

americans just need to apply for residency visa's.
if they get denied because they did those little hops across the border for a few years - well tough cookies.
these americans have to learn to LIVE BY THE RULES - just like the mexicans back home. LOL
I do find that ironic.

The illegal aliens should be prosecuted and deported. I like the idea of strict visa control.

It's Czech's business on how they enforce their immigration problem. Like it's Mexico's business on how they treat their immigration problem. It's not for foreigners to decide how a nation should enforce their law nor is it their business what our laws are like.
