The only 2 really good shooter games for the PS2 that I can think of are: Killzone and Black.

There is also some other PS2 shooters that I liked such as Red Faction and Red Faction 2 but they aren't as good as Black or Killzone to me. There are some other PS2 shooters out there, but the ones that I listed are the only ones that I have and the only shooters that I liked. I really wasn't into shooters for the PS2. As a matter of fact I just bought Killzone for the PS2 this week, it's awesome. I can't wait to get Killzone 2.

If you want ratings by some non-biased professionals I would recommend looking at gamespot.com. they have the top rated games with varying search categories.
I also recommend checking out the list made by a writer on about.com which is a compilation of the best PS2 games of all time at the link included.
My personal favorite has always been time crisis, but that's probably because i grew up playing it with my brothers.
