Not at all. It's private information. Unless he has a cop friend willing to run the plate and share the information (which, btw, would be illegal and could result in the cop being fired and prosecuted), he's just doing it to intimidate you.

No he can't, Only law enforcement or state license plate agencies can access that information. (unless he is either of those) The only way he could get it is if he knows someone that has access to that information, but if that someone gives him that information, that is illegal and could be brought up on criminal charges.
