Guys sometimes like aggressive women. Sounds like he might be shy too and just waiting for you to strut over to him and say, "hey dude." Ya gotta be real confident even if you don't feel it. Quiet and shy is not going to cut the mustard. Be coy and flirt but don't tell him you love him because you don't even know him. He might turn out to be a real you know what.

If this guy has never noticed you before...telling him you're IN LOVE with him will send him running for the hills. Take it slow! Just say 'hi' at first. Ask him about himself. Just do not approach him with the 'in love' thing or you'll scare him off. He'll think you're a stalker.

I agree with Shawn, you could also send him a little note telling him how you feel. if you manage to get his attention eye contact and a smile will do nicely to convey interest
