First of all, most of the jobs that need to be filled are in highly skilled occupations. For jobs that are less skilled, usually the process is lengthy. However, right now there appears to be a shortage of hotel clerks and servers in BC and Alberta. The only catch is that this process would be for temporary employment and not permanent.

If you can find an employer willing to hire you, you could apply for a work visa. Try workopolis.com and monster.ca to find postings. Also try searching for tourist resorts in these two provinces like Lake Louise and Jasper.

These resorts probably have had experience hiring foreign workers. Give them a call to find out.

It looks like it's going to take some effort. You also may have to fashion your cover letters to somehow let the prospective employer know about current eligibility guidelines from HRDC (with regards to the fast-track hiring of foreigners for temporary jobs). Also, if you get there, when applying for positions, you want the employer to know about the Provincial nominee program - maybe large hotels and resorts will know about it, but the little guys might not. If they don't have this information, they may overlook your application.

waiters are not a NOC classification, so I doubt you will be accepted.

You can apply for a work permit, but again, waiters are a dime a dozen in Canada and the employer is required to hire a suitably qualified local before he can hire a foreigner.
