Here you go: Get a Savage Model 10FCM Sierra (or something similar) in .270 WSM. This rifle has the short action/short barrel like a Ruger compact, Remington Model 7, etc, but can be had in the .270 WSM (or .300 WSM), which is ballistically superior to both the 7mm-08 and the .270 Winchester.
Browning also makes its A-Bolt Micro Hunter in the WSM cartridges, although it's more expensive.

I seen the new Ruger rifles around here in Minnesota go for around $560 and then you would have to put a scope on. Scopes ranged from around $100 and up.
It would also be a good idea to check the used rack at you local gun shops since seasons are over alot of people may be bringing in rifles to sell or trade. Thats how I got my Ruger 300 Win Mag for around $570 and that came with a nikon 3x9 scope.

Remington, Savage, Winchester, Mossberg.* Buy new or used and save $$$$$$. A new rifle does not shoot any better than a used one.* I recommend you purchase a 30-06 caliber, because you have a greater variety of bullet weights to choose from.* When you own a 30-06 you don't need any other rifle. It will harvest any game in North America cleanly.* I prefer the 180 or 220 grain bullets.* All scopes are good, it just depends on how much $$$ you want to spend on them.*

Personally, I'm partial to .30-06, as a good all-around caliber. As for the rifle, you can't go wrong with a Savage 110 or Stevens 200 (same rifle, same company, kinda like Ford and Mercury cars), or my personal favorite, a Remington 7600 or it's earlier roots the Remington 760.

I was shopping for something similar for one of my kids not too many years ago and wound up getting him the Remington model 7 in 7mm08 with a Leupold VXII 2-7x scope that's done him pretty well. I like the short actions in the compact, lightweight rifles, though I have a Mountain rifle in a standard-length action as well. It only makes sense to go with the short action when you're trying to save ounces.

The Ruger is a fine choice for a hunting rifle. Also good is the Savage 111FP. They can be had for mid-$400s or so. If you're really strapped for cash, a Stevens rifle might be more what you're looking for, usually running about $100 less than an equivalent Savage, but lacking the Accu-Trigger. All Savages and Stevens come pre-drilled and tapped for mounting a scope, so that's going to save you $60 or so for a gunsmith to do it for you.

I would seriously consider a Tikka T3...You could get a Lite model...standard size, but extremely lightweight and no downside... great trigger pull... super accurate...and they are resonably priced...Rugers are good(I have one in 6.5x55) but they don't have the best triggers. I am having a Timney installed on mine(about $100)
