I would choose the Springfield Armory XD over the Glock any day. Glocks are good, XDs are better. They are just as reliable with added safety features, better grip, overall feel and looks.

A great pistol is the 1911, but unfortunately most of those are more than $550. There are models available in .38 Super and 9mm Luger and Largo, as well as the standard-issue .45ACP.
For pistols under $550, you might be able to find a PX4 Storm. It would be able to share magazines between a CX4 if you were to get one of those. The Bersa Thunder is another choice, but not especially popular. It's available in 9mm, .40, and .45. Ruger also makes some poly-framed pistols that are fairly decent. A roommate of mine carried a Ruger 345 pistol when he used to do security work. It never failed him, and even he was able to shoot fairly well with it.
If you're looking for something strictly to punch paper with, also don't rule out the Remington bolt-action pistols, as well as the T/C break action pistols. While not as fun as hosing down a silhouette with rounds, they're very accurate and would make a good part of a SHTF contingency plan. If you can get them to a rifle range, they're an awful lot of fun to use to place shots very well.

Glock are service guns, and I love them for that purpose. They are not target grade guns. If competition shooting is what you want to get into, buy one of the longslide and compensated models, which are about $100 to $150 more than the regular service models. I love shooting the full sized Glock model 22 in .40 S&W.

It seems you are leaning towards semi automatic pistols but your question is What's a good pistol? so I'll tell ya. For shooting paper a revolver is one of the most accurate, dependable, and easy to load pistols you can get. Besides being easier to clean they are available for less than an auto loader and a used one for a fraction of that. A Ruger Blackhawk, Redhawk, Vaquero, Single Six, are all great target shooting pistols. 357 Magnum or 44 Mag crap on most auto rounds. That's not all Smith & Wesson makes a ton of revolvers as well if you don't like the western look of the Ruger. It's a lot easier saving your brass to reload too.

You might add Springfield XD and Kahr to your list of pistols to consider. The Kahr will be harder to do on your budget but not impossible (or even very hard). The XD shoots similar to a Glock and has a loaded chamber indicator that can be seen or felt, as well as a cocking indicator at the rear of the slide where it's easy to see or feel.

Here's a thought, a model 22 glock is a .40S&W and I have a mod. 24 drop on slide in .40S&W that is ported and a .22 drop on from Ciener and I also have a .357sig barrel and 9mm barrel all for the same gun. It gives me lots of options with the same basic gun and trigger. Just a thought.

Sig Mosquito. .22 LR is great for plinking. You have different accessories you can get like laser scope and such. The gun by itself costs about 350.

Choosing a handgun is a very personal thing. If it feels good in your hand and is comfortable to your wallet, that is the one for you. I have fired many very expensive handguns and the one that shoots the best is the one that feels right. Confidence in the weapon increases scores.
